If you own a 2014, 1st generation iPad Air, it is ineligible for iPadOS ( iOS 13).

The 1st gen iPad Air and the 2nd and 3rd gen iPad Mini are all ineligible to upgrade to iPadOS.

The highest iOS your 1st gen iPad Air can upgrade to is iOS 12.4.2.

Do you have a beta iPadOS profile installed on your iPad?

Have you tried a hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons?

I’ve done that several times over the last week. Automatic updates are turned on. Perhaps there is not an update for this iPad Air?
