I don’t know when this began, but my iPad Pro 2015 12.9” w/iOS 12.4.1 will not make or receive a phone call.
I checked the usual settings on my iPhone 6s w/iOS 13.0:
Both devices are on the same WiFi, same Apple ID. Calls on other devices-ON; WiFi Calling-ON.
I checked the iPad too:
WiFi-ON; Handoff-ON.
How can I make this function work again?

This eventually fixed the problem. The iPad used to do the phone calls automatically, so I never investigated what it took to initiate the FaceTime settings. My problem with this iPad was that it showed my Apple ID at the top of the FaceTime screen with no other field to fill-in and below, there was a grayed-out “Sign In” field.
What I had to do to make it work was to tap behind the last character of my pre-populated Apple ID and hit “Return”. Once I did that, the password field became visible and I entered my Apple ID Password, which showed the “Calls from iPhone” field along with all the rest of the related information. I turned it on and it worked immediately.
