Thank you for posting in the Apple Support Communities. I understand that several contacts are blank after a recent software update. You’ve taken some excellent steps on your own so far, and I have a few more ideas that may help.
First, keep in mind that iCloud data might take some time to sync down to your device depending on the amount of data being synced and your Internet connection speed. I recommend keeping your device connected to a reliable Wi-Fi network until the sync completes. Learn what to do if they won't sync here: If your iCloud Contacts, Calendars, or Reminders won’t sync
Next, consider how those contacts were originally added to your device. If they were synced from a third-party email account, I suggest logging in to the web version of the account to see if those contacts are found there. To sync them back to your device from the web account, tap on Settings > Passwords & Accounts > [account name] > Contacts.
Lastly, check to see if you can restore Contacts using these steps: If you accidentally deleted your calendars, reminders, bookmarks, or contacts from iCloud
