I cannot see my iPhone 6s contacts in iCloud. I checked settings and contacts is turned on yet not viewable on my iclouds. Photos and other items are there. No contacts. Any ideas to fix this?

Check everything there but one common reason is that the contacts are 3rd party contacts (e.g., Gmail, Yahoo) rather than iCloud contacts. There is more information about that in the above support article.
