See the following from Two-factor authentication for Apple ID - Apple Support
If you already use two-factor authentication, you can no longer turn it off. Certain features in the latest versions of iOS and macOS require this extra level of security, which is designed to protect your information. If you recently updated your account, you can unenroll for two weeks. Just open your enrollment confirmation email and click the link to return to your previous security settings. Keep in mind, this makes your account less secure and means that you can't use features that require higher security.

You would need to disable it in your Apple ID details'
Manage your Apple ID -

However, if you have been using 2-factor for 2 weeks it is permanent, it can't be disabled.

Apple doesn’t routinely monitor the discussions. These are mostly user to user discussions.
If you want to, you can send Apple feedback. They won't answer, but at least will know there is a problem or a suggestion for change. If enough people send feedback, it may get the problem/suggested change solved sooner.
I solved it myself, but i suspect this fellow is essentially correct. I could not do it directly in the manage ID, there was no longer an available link to disable it. But since it was turned itself on "automagically" with the iOS 13 update (without my agreement, at least not intentionally), I received an email that contained a link. Following the link, I had to login using the two-factor identification, then i was forced to change my password in order to turn it off. That worked, and then i was able to restore my password so i won't end up forgetting it later.
Had i not discovered it immediately, however, i believe the link would have expired (two weeks maybe?), and it would have been locked in forever presumably.
So APPLE, would you PLEASE NOT try to force me to use something I don't want again in the future? Pretty PLEASE? With sugar on top? I'll even throw in a cherry on top too if you will just let me figure it out for myself.
