iOS 13 update failed with error 14

I update iTunes on my Mac to 12.8.2.3, then I tried to update my iPhone to iOS 13. I got an error 14 couldn't update the iPhone.

I did the following

1) restarted my laptop

2) restarted the phone

3) ensured I am using an Apple usb cable

4) used a different usb port on my laptop

What else can I try

Every time I try to update to iOS 13 I get the error 14 Every time I try to update my phone I get the error 14. When researching it says to check my usb connection and not use third party USB ports. However, I don't have a cord that isn't usb and my new MacBook doesn't have a USB port. Do I have to go out and buy another cord just to use and update my phone now? Phone currently won't even turn on due to stopping halfway through the process of updating and putting on the new software. [Re-Titled by Moderator]

cant update iphone se to ios 13 with itunes please help to solve the problem,when i want update my phone, itunes writes me that he has got error 75 but on official site of apple support there is no error 75.
