IOS 13 update won’t update its faded out where you click update just saying update requested... However when I first clicked update a pop up came up to delete Apps to make storage room for the update so I clicked cancel so it would not just delete random apps I liked so I could chose which to delete but now it’s stuck saying update request... I restarted my phone which idk what else to do!

Well the download is what over 2Gb. It is going to require more space then that.
I would suggest connecting it to iTunes to update it.
