How can I shut off Face ID to make purchases

I can’t make purchases from apps on my Xr because Face ID is enabled and required to do so. How can I turn it off so that I can make purchases without having to Face ID?

Settings>Face ID & passcode>... disable iTunes & App Store.

Face ID doesn't control in-app purchases? We have Face ID enabled for all purchases but just realized that in-app purchases can be made without a face id.
