Face ID doesn't control in-app purchases?

We have Face ID enabled for all purchases but just realized that in-app purchases can be made without a face id. We need to be sure our kids aren't able to make in-app purchases (we just found 400+ dollars worth of in-app purchases in NBA 2K). How can we stop this so that a pin or face id is required for ALL purchases (to include in-app)?

Just realized that in-app purchases are protected separately from appstore purchases. The restriction is buried in the screen time settings. Super frustrating.
