iPhone 5C won’t send/receive SMS text messages over cell signal

Using “Messages” text flawlessly send/receive provided I’ve wifi....but once beyond wifi range won’t transmit over cell even with a strong signal. Cell service provider has been contacted....problem isn’t with service provider. Figure it’s a iPhone setting issue...any ideas?

SMS is a cellular carrier feature.

if you can’t send SMS messages, they need to fix the issue.
