Ipod Touch Gen 5 not charging - but shows that it is?

Recently my Ipod touch 5th generation stopped working.

I tried a soft reset and that didn't work.

When I plugged it in to the charger, the screen showed that it was charging. But 8 hours later and it wouldn't turn on, it still showed only 3 small red bars in the battery

my charging cable has a light that changes to red when a device is charging. But it stays blue when plugged into the ipod....

I tested the charging cable on a friends iphone and it worked fine. I also tried 3 other cables to charge the Ipod and none work

the inside of the charging port is clean, but i'm not sure if any of the pins are damaged

the Ipod also had VERY SLIGHT water damage, but was thrown into rice immediately after

Any idea what the problem might be? maybe a bad battery or charging port?

I've seen other people online with the same problem, but no real answer

it is not the charging cable, or the plug. none work on it. it is something inside the ipod that is broken... the battery or the charging port maybe

I see lots of people with the same problem. The screen shows that it is charging, with 3 red battery bars. but after hours it never charges, and cant be soft reset

when the charger is plugged in the Ipod recognizes it, and shows a "battery charging" symbol on the screen

but when the charger is NOT plugged in the ipod doesnt show a "needs charging" symbol... it doesn't do anything. only when its plugged in
