Is it possible to downgrade from Safari 13 to Safari 12?

Safari 13 has swept all my extensions and I want to keep them. I would like to go back to Safari 12.

If you have a backup of your computer, restore the entire computer from a backup made before Safari 13 was installed. You can't restore just Safari. If it is a Time Machine Backup, boot into the Recovery Partition to do the restore.
