I can’t download or update any app using cellular data. With Wi-Fi everything world fine. But i often need to use only cellular data. I have iOS 13 iPhone 6s. It was also un iOS 12.4. Any suggestions? I tried everything what is written on forums, nothing helped.
What I tried, I went to Settings/iTunes & App Store, App Downloads, and enabled Always Allow. I was then able to download an app on cellular data. The default was Ask if over 200 MB, and this app was 86 MB, so it should have downloaded. But it didn't ask either. Perhaps if I had waited long enough it would have worked.

Go to Settings/iTunes & App Stores. Tap on App Downloads and choose Always Allow.
Also go to Settings/Cellular and verify that the switch for App Store is on.

sorry, I didn't notice that you are already running iOS 13 on your iPhone.
With iOS 13, you have 3 options in Settings>Itunes&AppStore>App Downloads: ... Always allow, Ask if over 200MB, Ask First. Flag the choice you prefer.
If it doesn't work using cellular data, I would contact your carrier and check your cellular data plan.

Was it already on then you turned it off then back on?

There's a limit (150MB) to download / update apps using cellular data.
No limit using wifi networks.

The default, which was Ask if over 200 MB.
I might be wrong, but didn't see any similar thread (after iOS 13 update) in this Community.
I'll investigate more deeply about your problem, then let you know if I find out something good.

Maybe anybody found a solution? I have latest iOS update, but problem still the same. Can’t download or update apps using cellular data. I tried all options what i can find in internet. But i dont want to make full reset.
Thank, you for reply! I cant download App less than 150mb. Even if it is 10mb. Just pressing button download/update and nothing happens. No any notification.
Already checked this and called to my carrier, they told there are no limits. I have unlimited data usage per month. So therefore decided to ask here, probably anybody have the same issue.

I just updated to iOS 13.1 and now i can’t update or download any app on cellurar or on wi-fi. It’s something crazy. I tried restart several time, log out from appstore. Nothing helped!!!
