Can’t download or update any app using cellular data. With Wi-Fi world fine.

I can’t download or update any app using cellular data. With Wi-Fi everything world fine. But i often need to use only cellular data. I have iOS 13 iPhone 6s. It was also un iOS 12.4. Any suggestions? I tried everything what is written on forums, nothing helped.

What I tried, I went to Settings/iTunes & App Store, App Downloads, and enabled Always Allow. I was then able to download an app on cellular data. The default was Ask if over 200 MB, and this app was 86 MB, so it should have downloaded. But it didn't ask either. Perhaps if I had waited long enough it would have worked.
