When will iPadOS be available to download?

I could swear that I saw it on an Apple website, but I must have been imagining that. I have seen it reported elsewhere.

I found it on Apple’s website. I’m not imaging things after all.

my understanding is Apple will release it "later this fall"

there has been speculation it will release along with iOS 13.1 tomorrow, but I can not find anything to support Apple saying it will.
