I could swear that I saw it on an Apple website, but I must have been imagining that. I have seen it reported elsewhere.

my understanding is Apple will release it "later this fall"

there has been speculation it will release along with iOS 13.1 tomorrow, but I can not find anything to support Apple saying it will.
