with the upgrade to IOS 13 Airport Utility App crashing all the time , any plan for update ?
Although this may be specific to the iPhone X Max (I doubt it), have you tried deleting, and then, reinstalling the AirPort Utility app for your phone?

Update, turning On Wi-Fi Scanner through Airport Utility setting solved the crashing issue. action may affect battery life , app will continue operating normally if the scanner turns of as long you do not close the app
You're not talking directly to Apple here. We are just fellow Apple-product users.
FWIW, I upgraded my iOS devices to iOS 13 and none of them have any issues using the AirPort Utility with my base stations. However, Apple should be releasing an update to iOS soon and maybe this will solve the problem for you.
Ok, that's an odd one. At this point I suggest that you wait to update to iOS (13.0.1?) when Apple releases it. My understanding is that it will be soon. No guarantee that it will resolve this, but it is worth a try. Otherwise, you can certainly make a Genus Bar appointment at your local Apple Store or Apple Authorized Service Provider to have them take a look and see if they can help you with this.
I bought iPhone 11 2 days ago and Airport utility seems to be broken...crashes as soon as you enter credentials. Sure hope 13.1 update fixes this. I have 2 Airport Time Capsules..one is used as an extender
same issue with IOS 13.1, App close immediately after opening. strangely, my wife has the same Iphone X Max and app working with NO issue !!!, For information App was deleted and reinstalled several times even after updating to IOS 13.1
Wifi Svanner trick did not eork for me iPhone8 Plus.
my settings were initially:
Siri, default enabled settings
cellular enabled
english uk
wifi scanner disabled
settings i tested, retrying login after each step without success:
wifi scNner enabled
wifiscNner disabled and cellular disabled
wifi scanner enabled and cellular disabled
switch english UK to english
disable all siri features
Did not buy new IPhone but did upgrade to iOS13 on both my iPad and IPhone X. Now AirPort Utility immediately crashes on both. OK on iPX running iOS12 and also on my MBP. Seems to be a bug with iOS13
same here, iphone6s ios13 airplay util work as it ever did
Airport WIFI work as usual, the IOS App after upgrade is crashing all the time using my Iphone X Max

I updated to IOS 13.1 and the issue is not resolved. Airport Utility still crashes
13.1 did nOT fix the problem on my iPhone 11
Same for me, but it was temporary resolved by turning WiFi Scanner ON within Airport Utility App under setting
