With the purchase of a 3rd party device, I believe you may be able to. However natively at this time, the Watch does not measure blood pressure. There are a number of 3rd party Bluetooth blood pressure cuffs, I'm just not sure if they can connect to the iPhone or Apple Watch. It would take some research.
