That’s rotten luck, although I cannot understand why that would be possible since the iPhone 11 has the same hearing aid compatibility iPhone rating as it’s predecessors, therefore should be no difference; oddly I do not see Phonak listed in the hearing aids list https://support.apple.com/en-gb/HT210386
This is most likely because like mine (Phonak Marvels) they are no longer compatible with IOS 13. In the last 24 hrs the main mfrs web sites have stated their aids are compatible up to IOS12!! There are a host of blue tooth issues with 13 and 13.1. If you can revert back to your last 12 update you will have your compatability back. I am returning my iphone 11 and going back to my X with IOS 12.4.
Unfortunately although previously with IOS 12.4 I set up using accessibility and the MFi option, this was not possible wtih the iphone 11 and IOS 13. Both manufacturers have acknowledged the problem. It is so frustrating but thank you for answering.
The Accessibility now has its own tab within Settings thus avoiding having to go via Settings -> General

thankfully I only have them on trial but iPhone 11 users with these Marvels will be stuck until Phonak sort it out 🙄
