All of the guides say Settings>General>iPhone Storage> iOS update (13 in this case) and delete it. But it’s not there. What do I do?
It would be better if you can please post a screenshot, in order to understand the phenomenon better.
You may get better and prompt responses if you may kindly provide the iPhone Model that you have and the iOS version if it is known to you.

Why oh why did they remove the enlarging /telescoping feature on apple notes,It also allowed me to sketch multiple sketch’s and figure things just by sliding the page around.for some one like me that used this every day this is time consuming nonsense !
The OP in this case is referring to deleting the download of an update, not deleting/cancelling the update after it has been installed. Once you have installed iOS 13, you cannot downgrade to another iOS.
Describe what the problem is in Notes and someone can try and help you.
Apple notes -I used the telescoping feature to compile series of design,drafting and construction for no So mechanically inclined customers All compile in order on one page .All so deleted is white,I would use this for very exact and precise changes with a pen tip after creating a solid white back ground.White would also make the colors pop and look very vivid..And layers colors would all expression of thought...sorry but this new version sucks
