Why does Find My Friends not work on my phone after the IOS13 update? I have a Iphone X

Find My Friends and Find My iPhone were combined into a single app with the name "Find My" in iOS 13.

... not always ? Am I being a tech phobe here? Or are Apple going to fix this error?
some people need and want to have their whereabouts known at all times, to those they have given permission to...
I know I do and so do people on my private list. This update is the worst ! So far
And now whenever you set a notification, it notifies them that you did. No more stealthy checking on where your kids are.....
