siri won't speak since ios 13

Since my iPhone 7 Plus updated to iOS 13 Siri refuses to speak. Hey Siri works, I get on screen answers and such but no verbal communication (also the Ding sound when you say Hey Siri is also gone).

I often will lay in bed and remember I have an early appointment and say Hey Siri, wake me up at 6 am and she always responded that my alarm was set. Well, now I have to sit up, grab my phone, put on my glasses and look at it to make sure it set the alarm since all I get is silence.

I have already rebooted my phone (several times) tuned siri on and off, made sure always respond is on, turned off bluetooth (thinking maybe it was stuck trying to talk to one of my devices) and many more things.

I really need this to work.

Any ideas?
