Badge Notification Option for Apple Podcasts App is Missing

I believe this started sometime after updating to iOS 11 with my iPhone 6S. Shortly after, I purchased an iPhone X and set it up as a new iPhone yet still no option for badges. It is also missing on my 2018 iPad Pro, so I’m thinking it is somehow tied to my iCloud. I went to the Apple store and the “Badges” option was on the demo iPhones. In the photo the badges option should be where I circled. I seen one other thread on here where the user was missing both “Badges,” and “Sounds.” Please help!
