My family member's SE and 7S Plus are all have the new iOS 13 update installed. However my 6S Plus keep telling me: "iOS 12.4.1 Your software is up to date" Automatic updates in ON and I have tried updating via the iTunes on my PC, but no luck.
Any advice?

Yes, that list is correct, but, if you look at the screenshot that you posted in your 2nd reply, it says: iPhone 6 Plus (not 6S Plus)

Are you sure that your iPhone is a 6S+ model?
Could you please check Settings>General>About>Model, and post that code here?

Unfortunately a model 6+ can not support iOS 13 (or later) version, because of hardware incompatibility.
