Do not see iOS 13 update
As of today 2nd October when checking software update, it states that 12.4.1 is up to date. I have a 9.7 iPad Pro and I cannot use iTunes to upgrade.

Have you used a beta version of iOS on the iPad? If so, delete the beta profile and try again.
