My account has been disabled in Apps and ITunes

Recently, I cancelled my ITunes subscription and had a problem with an app recurring charge on another which Apple and my bank have resolved by giving me reimbursement to my credit card. I tried to update other apps I use and I get the “your account for Apps and the Store has been disabled”. How do si fix this?
