Transfer data to new iPhone
My iPhone can transfer data to my new iPhone because it says that my new phone isn't on iOS 13.1 but my new phone says its is up to date with `13.0...help

If I'm understanding correctly, you are having some trouble with transferring data from an older iPhone to a new one, because of an iOS discrepancy. I will be glad to assist. This was happening because you likely had iOS 13.1 beta installed on your other iPhone, and iOS 13.1 wasn't yet publicly available.
Since iOS 13.1 was recently released to the public, please attempt to update the iOS again:
Update your iPhone, iPad, or iPod touch
