Can’t update iPhone to IOS 13 or IOS 13.1

I have an iPhone XR and haven’t been able to download to the newest IOS. When I tried to download IOS 13, a message showed up that said “update requested”. I waited and the update never downloaded. I google the problem and nothing worked. I expected that with the release of IOS 13.1, the new update would replace the previous update, but it didn’t. When I click on software update, iOS 13 shows up with the same message. I don’t know what to do. One of the solutions provided was to do it through iTunes, but I don’t have a computer. I only have an iPad, which I use as my “main computer”. Does anybody know how to solve this problem?

Genius Bar appointment - Unfortunately Apple has made this tricky to get to directly. Go to https://www.apple.com/retail/geniusbar/ > Get hardware help. Select your hardware and continue selecting options requiring replacing parts until you see "Bring in for Repair" --> Sign in with Apple ID
