my iphone 7 stop connecting to att cellular after installing 13

What can I do to get my iphone 7 to connect to ATT cellular. Tried all normal procedures, went to ATT store, they blamed Apple and at Apple store they blamed ATT. What can I do now? I've restarted many times, sometime phone connects for a few minutes the loses service. I can make wifi calls via Whats App.

Same problem. Went to the ATT store yesterday and they discovered that a VPN app that worked fine with all of the ios 12 versions conflicted with v13. I deactivated the VPN and all was right with the world.
