iPad Air 2 Wi-Fi
So, I did a hard reset to power off while still connected to my Mac. Then, powering up took me to recovery mode (if you just boot up and connect, it won't work. Error stating Mac can't connect to iPad).
Then once in recovery mode, avoid the Update option. Go for the restore. Once this is done, when the iPad reboots, select setup from new (restore won't work correctly at this point).
Once it's fully setup and configured as new, disconnect/reconnect to the Mac. Now initiate they restore of your backup file.
Once this is all completed... Sync as normal and let all the apps fully update themselves over the air.
It's a steaming pile of mess to get this working... But it all works for me now...
Hope this helps someone.

Dbuzzi, I too am an iPad Air 2 user and I tried everything mentioned when, after the install of 13.1.1 I could not connect to my PW protected network. I couldn't even do an erase and restore to factory settings (because I had Find My iPad turned on, it was requiring me to login with my Apple ID BUT with no network connection, I couldn't login...catch 22). So, I made my appointment with the Genius at the Apple Store. The day of my appointment was also the day of the release of 13.1.2 - which fixed the bug. However, I read in a post that one user was able to log into a non-PW-protected network and so, while I was waiting for my Genius appointment, I logged into the Apple Store non-PW-protected network and, voila, it worked. I suggest that you try that (i.e., get on a non-PW-protected network) and then try to upgrade to 13.1.2
If that doesn't work, have Apple or another Apple authorized technician do a computer connected erase and restore to factory settings.
It worked for me and my iPad Air 2 is now lean and mean.
I had no wifi and couldn't connect to iTunes. Try this link. It worked for me. https://support.apple.com/en-us/HT204306
Just got off the phone with Apple Support. We had to do a restore from iTunes to get it working again. All is ok. I just did an iCloud backup this morning so everything restored perfectly. I will say that for some strange reason we had to uninstall iTunes on my Windows PC and reinstall it, then do a PC restart to get it to finally restore. I am now on ipadOS and all is well. Sure hope all you folks have a current iCloud or iTunes backup.
There are NO “official” solutions from Apple.
Apple support calls that have been reported here have also, been trying recovery mode and/or the full “nuclear” option of backup, wipe and erase, setup as new and reload all apps and then restore from backup.
The “nuclear” option has been the ONLY REAL option to solve many iPad Air 2 users’ iPadOS woes.
iPad Air users report here that a complete erase and restore on their iPads returned their iPad Air 2 models to normal operation amd performance.
Have you tried in Settings app, General, Reset, Reset All Network Settings?
Support had me open iTunes, then hold the Sleep/Wake button and the Home button at the same time (Just like a hard reset) but continue holding thru the Apple display and then it should display a picture to connect the USB cable.
That should be the solution EXCEPT that it wouldn’t do an erase and restore (factory settings). It wouldn’t even do a reset network settings. I had Apple Support on the phone yesterday and we tried. I tried it with iTunes on my MBA and it wouldn’t connect. I tried it with Bluetooth and my IPhone and my MBA...it wouldn’t work. That’s they released 13.1.2 today. It’s a bug fix.
i’m at the Apple Store with the Genius as I write this and he has my iPad Air 2 connected to a computer and is downloading 13.1.2 to my iPad Air 2 now. Hopefully, I’ll be back to normal with the iPad Air 2. BTW, the genius said that the iPad Air 2 is getting to the end of its technologically useful life (processor speed vs OS demand = slower downloads, etc)...but, for what I use it (primarily reading books) it’ll serve me well...(I also have an iPad Pro 12” with keyboard and pencil.
nostink...what you describe is exactly what I went through. I also tried all of the steps that are in the link posted by Endpoint101 but they would not work and I ended up making an appointment with the Genius (aren’t we lucky to have Genius’). I suggest trying the steps in Endpoints link and if they don’t work, make an appointment with the Genius. Also, I wanted the Genius to do a simple erase and restore to factory settings because I knew all of the apps on my iPad Air 2 were in my iCloud purchases file but he convinced me to first try and do the update to 13.1.2 (which had just been released that day). However, after an hour and half of the update working to complete the install, “we” agreed to do the erase and install-which only took about 20 minutes. Everything has been 100% copasetic ever since. A happy ending.
Have you tried a hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons?
Yep, had to do a full restore to fix it, and now everything is happy.
My advice to others is just go for the full restore, assuming you have a recent backup.
I can confirm that setting up my 5 Ghz WiFi as open and using a MAC Filter has meant I can at least get my iPad connected to the internet and of course the WiFi.
Unfortunately, I didn't back mine up before updating. But full restore through iTunes worked for me only after holding the home button in while connecting to my iMac. Good luck everyone
I had the same problem @Nostink .. you can follow the steps in this post to do a full reset of the iPad; https://discussions.apple.com/thread/250663719?answerId=251312660022#251312660022
I updated my iPad Air 2 to 13.1.2 but it did not fix the issue, so finally I decided to do DFU restore using iTunes and that fixed all the issues. My iPad is back to being fast and feels like new
