First check to make sure the photos are in iCloud by logging into www.icloud.com from a desktop or laptop computer. Also, did you log into your new iPhone using the same Apple ID as before? Go to Settings then select your name at the top and select iCloud. Is Photos turned on?

When I log in window 10 laptop under my iCloud account I can’t see my photos taken on September 212019 photos,video and iMovie no 16 on that day All I have taken on I phone x and backup done on Saturday night thru Sunday morning till 3:00AM

Photos taken on September 21st 2019 Saturday on IPhone X was not downloaded on my new iPhone 11 pro max which was activated on Sunday September 22nd 2019
