ios hotspot not visible to windows 10

I have an iPhone X, ios ver 12.4. I have personal hotspot turned on.

When I look a the available Wi-Fi networks, on my Windows 10 machine (Surface Pro), my personal Hotspot is not listed as an available network.

by continuously refreshing the wi-fi list on Windows 10, eventually the hotspot shows up and I can connect. The connection works fine once it is visible.

Why isn't the hotspot available for Windows to display?

I always leave the hotspot on as I have a Wi-Fi only iPad, which never has a problem seeing the connection.
