iOS 13.1 Bug - Can't Rearrange apps on Home Screen

Good picture. That says it all. I do have 13.1.2. The exact order of things I tried on my iPhone 7 was:

1. I turned off 3D Touch, and tried to successfully rearrange icons. Result: Fail.
2. I did a hard restart, and tried again: Fail.
3. I went on line for the n'th time and finally found this great discussion, and I turned off Zoom: SUCCESS!

Please let us know if you can get it to work. Millions of people have Zoom turned on--it's the only way you can see details in pictures while in stupid apps like CNN, that don't allow zooming. So Apple should have caught this problem. It shows they are rushing things out!

Same issue on iPad Pro after iOS 13 update - figured out the problem there (Zoom Enabled). Turned off Zoom and icons can be rearranged. Then solved problem on my iPhone SE. Thanks!

That wasn't the problem. We could bring up that choice and click to make that choice, but we still couldn't rearrange icons until we turned off Zoom.

Settings > Accessibility > Zoom is the correct fix! I was changing text>zoom which did not work. Thank you!!!

The issue is completely solved with the latest iOS update! And you no longer have to turn off the Zoom feature!

Make sure you're updated to 13.2.

Updated successfully to iOS13.2 and issue resolved.

Only issue left is my own stupidity of not double checking version info, but that’s my job, not Apple’s ;)

I have an iPhone 8plus and was experiencing the same issue. However, if you press and hold the app, as you usually would go rearrange your apps, there is an option that says “rearrange apps”. See imagine for reference.

This issue doesn’t seem to ONLY be related to dragging and dropping apps on the home page. It’s an issue with dragging and dropping ANYTHING. Try moving calendar events or reordering ToDo items. The Zoom function inhibits all of these actions.

A hard reset might help you. Press power button volume down button and home button at the same time. Hold them until you see the Apple logo and let go of all buttons. Let phone load, and see if it helps. Hope this helps!

I just checked my original Zoom was "On" then I turned it off, tried few app icon rearrangements, seems work now.

Looks like a bug coupled with the Zoom function.

Had the zoom function turned off under the accessibility options.

I found a workaround for people who still want to use the zoom feature regularly.

Navigate to General > Accessibility and tap "Accessibility Shortcut". It should display options for what happens when you triple-click (press the home button 3 times rapidly). Add Magnifyer to your normal selections and back out.

This doesn't fix the bug, but triple-clicking the home button will now toggle Zoom on and off (or offer the option, if you have multiple accessibility shortcuts enables.) Much less effort than going through Settings.

For me, I've stopped tapping with 3 fingers all together and now use the home button to enable/disable zoom only for the duration I need it. That means I don't have to remember to disable it before rearranging apps.
