It seems to be set in Settings > General > Keyboards > Slide on Floating Keyboard to Type, but when I try sliding on the keyboard to compose a Mail message nothing happens. I'm using the English keyboard.

Found out how to do this. You need to pinch the iPad keyboard (like shrinking a photo) and it becomes a less obtrusive iPhone-sized keyboard you can use with one hand. When you do that, slide to type works.

Thank-you for figuring out the solution. I wish that you could slide to type on the full size keyboard though.
