Change AppleID

I want to change my AppleID to a different email address as I do not have access to the current one. That being said, whenever I go to change it, I receive a message saying that my email "cannot be the same as my notification email". If this is true, how do I change my notification email so that I can change my AppleID? I looked under the tab of all emails being used and I do not have the email there that I want to switch to, so I do not see the problem.

Any help or tips would be greatly appreciated.
