iOS 13 Reminders App - Sharing Not Working
Functionality to 'Add People' still doesn't work. Screen times out and just closes. Tried a force quit and a new list, to no avail.

Thanks for that info and for choosing the Apple Support Communities. If I understand correctly, you are unable to share reminders on your iPhone. Make sure your iPhone is up to date to iOS 13.1, as the updates contain stability fixes that can resolve issues like yours, as well as important security updates to keep your iPhone safe.
Update the iOS software on your iPhone, iPad, or iPod touch
