Although released today, the new iPadOS is not showing as an update for download on my 12.9 IPad Pro. It is a slightly older model, but everywhere I read said it would be available for the IPad Pro model.

Your iPad is compatible with iPadOS 13. Were you using Apple’s iPadOS 13 beta? Have you tried restarting iPad?
Same. When I plugged into iTunes, I was able to update. Thanks for the suggestion.
Apparently, you have 1st generation iPad Pro, what is the current iOS you have in it? Maybe try update iPad Pro iOS with iTunes on your personal computer via Lightning to USB cable.
Previous version was iOS 12.4.1. You try update iOS with iTunes on personal computer, using genuine Apple USB cable?
Updating with iTunes worked for me...
