Dumb question, but can an ipad with wifi only (no cellular) connect to a hotspot on your phone when wifi is not available?

Hello,

When a phone boadcasts a Wi-Fi hotspot the signal is the same as a standard Wi-Fi network which can be connected to an iPad.
