Can I use my Phone's hotspot with a Wifi Only Ipad?

If my Ipad is wifi only, can I use my phone's hotspot functionality to connect Ipad to the internet if I am in a location that doesn't have wifi?

Yes.

Personal Hotspot creates a wi-fi connection any wifi-only device can use.
