ipadOS13.1 upgrade keeps asking to change icloud settings and login with ApleId

Control panel keeps giving an alert on iPad pro I should login with AppleID again to complete settings in iCloud. Keeps coming back with that prompt. iOS13.1 on iPhone was fine. Also the login does not use 2fa.

iPad Pro 10.5-inch, Wi-Fi, Cellular

Have you tried signing out of Settings/Your Name/iCloud, restarting the iPad, and then signing back in?
