After upgrading my iPad air2 to OS version 13.1(17a844), all my iPad apps are not working. Even safari app also not opening. When I open safari app, it will crash in less than 5seconds. During this 5seconds period, safari app is not responding (looks like app is in hung state). I am not able to use my iPad because all the apps are having same problem. 'App Store' is also having same problem. Please help.
Thank you all. Now my iPad is online. Upgrade to v13.1 is not smooth and I have not seen this type of problem from my previous iPad upgrades. I tried to reset the iPad from laptop and this method do not work because iPad is non-responsive for iTunes request. Many times I tried to launch reset button from 'Settings >> General >> reset >> Erase all content and setting" in iPad. Finally after repeated retries later it responded (I tried to reset more than 20 times and waited to respond for more than 1hour. When ever I click reset, it dies after 10mins...this is what happened repeatedly ) and finally completed reset after few hours :). Now I am able to use iPad.

i'm having the same problem, i've tried to restore but when i connect to iTunes it won't see it and i get.
iTunes could not connect to the iPad “Russell Ipad” because an invalid response was received from the device.
I am not able to reset iPad. After launching to iTunes (connect iPad from iTunes) , I am getting below message.
"iTunes could not connect to the iPad because the device timed out."
I am not able to see any TRUST window in iPad . Also reset button is not responding in 'iPad > settings > reset'.
