Bluetooth speaker can't adjust volume when connected to iPad

I used to be able to control volume of my iPad from my Bluetooth-connected speaker as well with my iPad.

Now, I have to control volume from the iPad only. I push the volume buttons on the speaker, and nothing happens. What happened and can I change it back?

Sometimes, the speaker and the iPad aren't next to each other. If I can't raise or lower the volume on the speaker, what's the point of Bluetooth? If I have to keep the devices near each other, I may as well use a cable.

Okay, the phenomenon persists with at least two different brands of Bluetooth speakers. I have written to Apple Product Feedback twice without an acknowledgement or answer.

When moving the speaker away from the iPad, I first have to guess how loud I will need it and adjust it on the iPad. Sometimes, I need it louder or softer, but then I have to return to the iPad.
