This is not a helpful response. The actual ability to turn on cellular data, when not connected to wi-fi, is completely missing in the cellular data menu when you upgrade to the latest ios. This is clearly a problem with the ios.
No luck. I wound up just installing another message app like GIPHY. It wasn’t worth the trouble.

I am in the United States. This worked last week on iOS 12.*. Sometime during or since update to iOS 13 the cellular data usage of #images was turned off and I cannot find it in cellar data to turn it back on.
This is also happening to me. I tried talking with Apple support and they told me to contact my carrier to see if it’s blocked. But I know it’s not blocked, it’s just that cellular is turned off. How do I turn it back on?
I just had my mom check my dad’s phone. Same network. The only difference he hasn’t updated to iOS 13. I think it was hidden or moved with this update. He has “hashtagimages” to toggle on and off under cellular data.
I have the same issue and it appears on my wife's phone under cellular and we are on the same plan.
