iTunes crashes after restoring tvOS 13 to Apple TV 4th gen

iTunes 12.10.0.7 from Microsoft Store crashes during Verifying Restore after Restoring Firmware to my Apple TV HD 4th gen. I tried holding Menu+Play and restoring again and the same thing happens at the last part of the restore. It crashes instead of showing Restore Completed, please disconnect and reconnect to TV. Please fix iTunes for Windows. This is a new issue since tvOS 13 was released. iTunes was able to restore tvOS 12.4.1 or earlier without issues prior to the tvOS 13 release date.
