Apple Watch Series 3 notification issues

Since the update to watch OS 6.0 and my iPhone XR to iOS 13, notifications are showing up on both my phone and watch. I’ve tried everything on the support pages and I’ve even factory reset my watch but it’s still doing the same thing. Any insight on why this is happening?

Try updating your iPhone to IOS 13.1

this has fixed a few notification issues
