iOS 13 email issues
Send and receive of native app with exchange is broken, functionality is sluggish. Have removed account, re-added. Restarted several times. Please help, apple. This update was not ready for mainstream.

I have the same issues. I have even tried restoring and setting up my phone as a new phone. That didn't help at all. The Mail problems in iOS 13 appear to be affecting anyone connecting to Exchange/ActiveSync. Thankfully, they've addressed Memoji problems, though, because that's clearly more important than Mail.
