Apple Pencil 2nd gen not drawing

Has anyone had issues with their Apple Pencil 2nd gen not drawing and the iPad pro11 - pencil has paired but drags pages - did the iPad OS 13.1 update and still can’t fix it - pencil does tap and select but no drawing

iPad Pro 11-inch Wi-Fi, Cellular

What app/s are you trying to draw in?

Not all drawing apps are compatible with Apple Pencil.

Have you tried all of the troubleshooting techniques here in the link below?
