Can I share purchases with selected family member?
Can I share purchases with selected family member or does it have to be with everyone? If it has to be everyone can I not take billing responsibility and only share purchases?

Sharing is with everyone and if you are the organizer, billing responsibility is for all Family members. You can ask other Family members to buy/redeem iTunes Gift cards to their account. Charges will be deducted from the account balance before the organizer's credit card is charged.
