iTunes does not recognize new iPad Air 3

In setting up new, out of box, iPad Air 3, we are trying to restore from iTunes. ITunes doesn’t recognize the device. Just keep getting the “connect to iTunes” screen. Have the latest version of iTunes so that’s not it.
