iOS 13 screen time automatically sets screen time passcode bug

I upgraded my iPhone to iPhone 11 and started having some issues with screen time. (Problem not exclusive to iPhone 11 as it has happened on iPhone 7 also) The problem is that when screen time is turned on, it sets its own screen time passcode when and only when it syncs with iCloud. I have NO screen time passcodes set on any of my devices so I have no clue where it is getting this mystery passcode from. My work around so far has been to turn screen time off on all devices. I have also found that screen time seems to run properly if “share across devices” is disabled. For some reason share across devices is enabled by default on iOS 13 (it was disabled by default on iOS 12). When screen time passcode gets set and I do not know passcode the only solution I have found is to factory reset phone and restore from iCloud backup AND MOST IMPORTANT TURN OFF “share across devices” IMMEDIATELY BEFORE IT HAS TIME TO SYNC WITH ICLOUD. If I don’t do this, it will set mystery screen time passcode again. If I turn off “sync across devices” it doesn’t set mystery passcode and if I turn off screen time before it can sync with iCloud then It doesn’t set mystery screen time passcode. If at any time screen time sync across devices is enabled then unknown screen time passcode is set.

I was told by Apple support to update all devices to iOS 13.1 and I did that. The bug still occurs. So if anyone has any ideas about how to permanently clear this bug, please share.

I have tried setting my own passcode on the device but it doesn’t fix the issue as it still sets its own passcode when share across devices is enabled.

I have also tried contacting a data recovery firm to see if they can tell me what the mystery screen time passcode is and they said Apple changed security related to screen time in iOS 13 and at this time they can’t use data recovery to find out mystery screen time passcode on iOS 13.

I have called Apple support and apparently this has been escalated to engineering from senior support but I have no idea when this bug will be resolved. In the meantime I suggest people not use screen time on iOS 13 or if they do make sure sync across devices is off.

I have several devices on my iCloud account including, iPhone 11, iPad 6th gen, Apple Watch S4, and iPhone 7. All running iOS 13.1 (latest software as of this post) and watchOS 6. No screen time passcodes are set on any device so no idea where mystery screen time passcode is coming from.
