ios 13 wifi disconnect

I've upgraded my iPhone X to iOS 13.1 overnight. Today, it cannot sustain a WiFi connection - it disconnects and after a time, reconnects constantly flip-flopping between connected to WiFi and mobile data. I have forgotten the network and re-joined it but nothing has changed. The network is on 2.4GHz and 5GHz (N/AC) bands.

How can I get the phone back to stability on the WiFi network? The router is a Cisco RV134W on latest firmware. All other devices are staying connected to the WiFi.

Hi jameson.h,

I have a degree in Computer Science and have worked in IT for over 25 years. I design wireless networks for a living.

I would appreciate a little more than elementary troubleshooting advice.

The app fix was to follow what is here and set joinOnce to false: https://stackoverflow.com/questions/57894269/ios-13-network-connected-via-nehotspotconfiguration-disconnects-after-a-few-sec

"I have reported it to Apple, but it has not yet been solved, and likely will not be solved by iOS 13 release (September 19th)."
