Can’t open Mime-Attachment in Mail App with iOS 13.1

Since updating to iOS 13 and 13.1, I cannot open a Mime-Attachment in an email in the native mail app. Mime-Attachment is when someone attaches a different email thread in a new email. This was possible in previous versions of iOS. I’m on an iPhone XS Plus but I think this is related to software and not hardware because it happens on an iPad Pro with iPad OS 13 too.
